Some Reflections on China's Grassroots Social Governance -- Taking "Feng Qiao Experience" as the Object

Abstract

Social governance is the management of public affairs. Social governance can be divided into grassroots governance, national governance and global governance. There is a difference between “autonomy” and “heteronomy”. The grassroots society in contemporary China is democratic and autonomous, but it cannot be separated from the leadership of the party and the government. Thus, it has “heteronomy” elements. “Feng Qiao experience” is a grassroots social governance experience created in Feng Qiao town, Zhu Ji city, Zhe Jiang province. Its content is rich and it has many lessons to draw from. Such as it is highly valued by the local party organization and properly and strongly guided. The governance insists on regarding the people as main body, following the mass line, respecting the creative spirit of the people, and sticking to the purpose of “all are for the masses, all depends on the masses”. The management work implements a system of plurality in a unity. In the governance, the conception of “service is the best governance” is established, and a considerate service system is established. In social governance, it combines “precaution” with “governance”, and focus on “precaution”, so it builds a public security precaution and control system that combines civil air defense, device-related defense and technical defense. In addition, it organizes and carries out “five defenses” project, and builds a “dragnet” for precaution. In the governance process, it focuses on resolving the conflicts, and focuses on the “mediation” approach, in order to achieve “small things do not go out of the village, major events do not go out of town”. It focuses on the root and source of social governance and organically combines social governance with economic development and cultural construction to create a strong cultural and moral atmosphere and a beautiful external environment. In addition, It focuses on the modernization of governance mode, and the outstanding performance is to pursue networked governance, standardized governance and governance ruled by law. In this article, it makes a systematic introduction and analysis of social governance, on the basis of discussing social governance, especially the general theory of grassroots governance. This article puts forward several problems that should be paid attention to in the current study of grassroots governance in China, such as “the party’s leadership”, the relationship between “autonomy” and “heteronomy”, the relationship between “democracy” and “rule of law”, and mines traditional cultural resources and highlights local characteristics and so on.
