On the Globalization and Fragmentation of the Modern World

Abstract: In the article an attempt is made to reveal and analyze some key, in the author's opinion, factors underlying the controversial nature of globalization. Having considered some of the most significant consequences of globalization from the point of view of the unity of the modern world, the main attention is focused on the main factors, nature, systemic and structural components of those tendencies and processes that resulted in the opposite tendency to undermine this unity. The author sees the paradox of globalization in the fact that, due to a complex of factors determining the geopolitical picture of the modern world, it has created the conditions for localization, re-nationalization, fragmentation and deconstruction of the modern world. The trend of de-sovereignization of national states is replaced by the trend of their re-sovereignization. The most significant examples in support of this thesis are the processes of disintegration of multinational states and the formation of many new national states, the growing influence of nationalist and separatist movements, organizations, parties that oppose globalism, universalism and transnationalism. One of their manifestations became the phenomenon of building various fences and walls separating peoples, countries and states from each other. On the basis of these and a whole complex of related factors, trends and processes, it was concluded that in the modern world, a single humanity with a complex of values, ideals, and interests common to all nations and states can be imagined, figuratively speaking, from a bird's flight. In reality, the unity of humankind is an abstract, metaphorical concept, which is intended to unite very heterogeneous, contradictory, conflicting, cultural and civilizational circles, peoples, states, communities pursuing different, sometimes opposite goals and interests as a whole. Of course, they have a complex of common fundamental interests, from the protection of which depends the very physical existence of the mankind. The combination of these two seemingly opposing principles forms the basis of the formula “fragmentation in unity, or unity in fragmentation”.

Abstract: Horn of Africa (HoA) region brushed multiple frontlines for the last four decades; Outsiders were playing proxy politics within the area. Uncertainty and insecurity, extremism and radicalization, poverty and inter-state and intra-state conflict become accepted. Besides HoA is one of the most vital shipping lines in the world. Historical breakthroughs emerged in the region when the reformist leader Dr. Abiy becomes the Prime minister of Ethiopia. Proactive moves of ending longstanding disputes and conflicts between the states in the region such as Ethiopia-Eritrea border conflict. Therefore, this paper seeks to critically calculate the breakthrough and challenges ahead for the leaders of the region to bring successful regional integration. Specifically focuses on three countries namely Ethiopia, Eritrea, and Somalia. A critical analysis on the tripartite summits among the leaders of the three nations, the declarations, the points of action as well as the ramification of the change envisaged will shed more light on the progress of the social and economic integration in the region. Moreover, this paper will navigate through the challenges and achievements that are likely to be realized from this integration, considering the political diversity that currently exists among these three countries.

Abstract: Statecrafting as an informed and organised process of the state to ensure effective governance using the instrumentations of public policies, laws etc., executed by and through agencies/institutions of government cannot be underestimated. Effective governance is also in combatting corruption as a social problem in Nigeria with debilitating consequences on the growth and development of the country. By this, successive regimes in Nigeria have enacted several legislations and established institutional frameworks to tackle corrupt practices, but the menace remained endemic and unabating but continued to grow with sophistications. This paper attempt to explore the dynamic pursuit of anti-corruption campaigns in Nigeria via appraisal of two selected policies and institutions as a new approach to the scourge and discourse. It was discovered that anti-corruption policies and institutions are ridden with shortcoming not limited to static, old and passive laws and policies, inadequate autonomy of the institutions, political interference, illegitimacy of policies, paucity of fund etc. The paper concluded that statecrafting is unlimited to states’ roles in providing and ensuring socioeconomic and infrastructural development alone but until governance ensures a system of public probity where the vulnerable poorest and weakest of the people enjoy and benefit what the invincible wealthiest and most powerful ones also enjoy. It recommended several further reforms and deliberate constitutional strengthening and empowerment of anti-corruption policies and institutions so that efficient and effective governance is entrenched in Nigeria’s development.

Abstract: This paper attempted to examines changes and continuities of Ethiopian foreign policy under the military and EPRDF regimes. Accordingly, the paper argues that there are changes and continuties in Ethiopian foreign policymaking and executions under military and EPRDF regimes. The study used secondary source of data; collected from books, journal articles, published and unpublished materials,, governmental and non-governmental organization reports and remarks, magazines and web sources. To substantiate and supplement the secondary data, the paper also used primary data collected through key informant interview. Given the data gathered are qualitative, the study employed qualitative data analysis techniques. The finding of the study revealed that the demise of military regime brought not merely change in terms of foreign policy making and execution but also brought shift in foreign policy approach and orientation of the country from out-ward looking foreign policy to in-ward looking foreign. Despite, a shift in orientation and style of foreign policy, domestic factors, and external factors remain the defining factors of Ethiopian foreign policy under both military and EPRDF regimes.
