Political participation establishes good governance like democratic and fair governance system. If there is democratic and fair governance, there is fair distribution of public services and equality between citizens. But the absence of political participation brings the absence of good governance. Political participation is one of the criteria or the guideline for a good governance system. So that the researcher concludes that all of the respondents have participated in political life and they have the experience of participation in the study area. This shows that they established a strong and good governance system by political participation in the area. The challenges of citizen’s non participation or peoples not participating in politics or in solving community problems mainly due to lower socio-economic status; individuals are not initiated to participate in the politics, limited time and money, lack of information and knowledge about the issue, lack of confidence and ability. Abstract: The object of research reflected in this article is conditions under which political socialization of contemporary Russian youth is happening. The author analyses internal factors of impact that influence the formation of youngsters’ political identity and tries to find the answers to the following questions: which factors influence political benchmarks obtained by youth, and whether these benchmarks are obtained at all; what are they, how are they manifested, do they comply with political culture of previous generations of Russians and official discourse of today’s authorities; whether authorities are interested in this process of benchmarks-obtaining, and which meanings of political identification are they interested in? Which circumstances contribute to the process of desacralization of authorities? Are there any trends and problems that are common for all modern countries, which characterize the relationships between the youth and operating authoritative institutions? Methods: content-analysis & discourse-analysis of political communications (mass media, governmental TV-channels, websites of pro-governmental socio-political youth organizations, social networks), secondary analysis of statistical data. Results: The author concludes that formation conditions of Russian youth’s political consciousness should be divided at two groups. The first one includes the conditions resulted from objective global trends that are characterized by the state of modern societies (marginality of social structures, limited participation of youth in formalized institutional political processes, the Internet & social networks etc.). The second group of conditions is defined by operating political regime of the country, which tries to enforce its own picture of socio-political reality within the youth generation for the purposes of its own legitimization. According to the author’s opinion, the most significant trends that characterize the process researched are: complicated stratificational structure of today’s society that makes the process of individual and group self-identification more difficult; the prevalence of mixed forms of political culture; a distrust towards the content of official mass media; a desacralization of authorities; “mosaic” form of political consciousness; the lack of interest in global political projects among youngsters; militaristic ideology spread; the lack of interest in problems of youth coming from authorities caused by insignificant electoral weight of youngsters.Abstract: The object of research reflected in this article is conditions under which political socialization of contemporary Russian youth is happening. Abstract: The aim of this study was to find out the effect of the global pandemic on the health diplomacy between Ethiopia and China. This study also evaluated the efficiency of the Ethiopian health system to tackle COVID-19 and the contribution of this pandemic in transforming the country’s health system. The health sector of Ethiopia relies on other international organizations and donors. As a result of this, the health system is porous and not capable to give immediate response for pandemics and emergency cases. Ethiopia, as a poor country with fragile health system has not copped up with the increase in COVID-19 patient loads across the country. The FDRE Health Policy, which has been the policy of the country for 30 years since 1993, has put the control of communicable disease, epidemics and disease related to malnutrition and poor living condition as first priorities. Yet, the country has not implemented the policy on the ground and the system has not been efficient to tackle the global pandemic COVID-19. To do this study, qualitative method was utilized and data was collected through interview and document analysis. A total of seven people were interviewed from different organizations. These interviewees were from Ministry of Health, St. Paul Hospital, Ministry of Finance, Eka Hospital, Chinese Embassy and MCM General Hospital. More than 40 articles, news reports, the Ethiopian health polices – both the working health policy and the one in a draft stage, and bulletins of WHO were analyzed. Results revealed that the Ethiopian health policy had a gap and the system lacked preparedness to tackle the pandemic in the beginning of the outbreak. In addition to this, the result indicated that the Ethio-China’s health diplomacy was positively impacted by COVID-19 and as a result it brought opportunities to strengthen their cooperation.
