Abstract: The core objective of this study is to examine the extent to which the effective engagement of social resilience strategies could assist in mitigating social, economic and cultural as well as environmental disasters in Nigerian society. Research evidence from works of experts has revealed that due to the complexities of the Nigerian state, and in view of several ethnic conflicts, electoral violence, terrorism and terror attacks; banditry, flooding and many other disasters, it has been relatively complex for citizens to cope after these occurrences happen. Several states in Nigeria for example have been overtaking by increasing killings maiming, farmers-herders clashes, post-election violence, arm banditry, terrorism and insurgency. Quite a number of other states, especially those around the Niger/Benue River tributaries such as Kogi State, Delta State, Anambra state, and many riverine states, including Bayelsa and many others, have continued to face the ravaging challenges of flooding. In 2022 alone, hundreds of thousands of people have been evicted from their homes and their means of livelihood running into millions of US dollars have been destroyed by flooding. In Nigeria currently, there is a devastating effect of hunger, disease and malnutrition due to after-effect of flooding. By every standard, Nigerian citizens in some of these affected areas are living in dire strait while several farm lands have been taken over by excessive flooding, which is why there is a lingering shortage of food supply, unavailability of sea food, and lack of infrastructural development such as housing, and increasing rate of homelessness among the teeming population. This study explores works of experts in the broader field of intergroup and conflict studies designed to x-ray some of the factors and strategic policy alternatives that can be employed to mitigate adverse effects of such incidences as they pattern to the complex social groups living in the Nigerian political system. The study relies heavily on secondary research materials as a data collection method. The paper sums up with findings and recommendations.

Abstract: Humanitarian intervention and Peace support operation has become an increasingly important and as well as turning into controversial topic over time. The Russian-Ukrainian War, which began in 2014, serves as a relevant case study for the discussion of humanitarian intervention and Peace support operation. The Russia-Ukraine war is a complex and politically sensitive matter involving several parties with competing interests. The violence within the region has resulted in a substantial amount of human suffering, including displacement, injuries, and deaths; as a result, there is an immediate need for humanitarian relief to assist those who have been affected. However, before taking any action, especially one with military repercussions, there is a need to weigh the political ramifications and ensure that doing so will not only make things worse but also violate international norms. Thus, the difficulty lies in bringing about a permanent and peaceful conclusion to the conflict while also providing adequate humanitarian aid in various forms. Therefore, this paper examines the impact of humanitarian intervention and Peace support operation in the context of the Russian-Ukrainian War. From the findings of the paper, it was revealed that the war has had a huge humanitarian impact on both Russia and Ukraine. While allies of either side could not officially participate in the war, they provided each side with various supports ranging from military assistance, financial aid, healthcare services to diplomatic support, to bring the woes of the war to an end. This paper concludes that the Russian-Ukrainian War serves as a key example of the complexities and challenges of humanitarian intervention in situations of war. It highlights the importance of finding new and innovative approaches to address mass atrocities, while also emphasizing the need for the international community to find a way to address the humanitarian crisis in conflict-affected regions.

Abstract: The identification of the area of competence of the administrative judge has historically constituted the main means of determining the scope of application of administrative law as an autonomous law. This study proposes to examine the criteria adopted by jurists to decide on the jurisdiction of the administrative judge in Morocco. Its purpose is to elucidate the position of doctrine and case law on this subject, via the presentation of jurisdictional decisions illustrating the temporal evolution and the socio-political context characterizing the choice of a given criterion in order to reconstruct its genesis, its historical context and its specificities. The work also tries to bring out the points of convergence and divergence between Morocco and France, exporting country of administrative law through colonial penetration, as to the elements which justified the competence of the administrative judge. The study revealed that the criteria adopted so that the administrative judge can rule on a specific case have known in Morocco an evolution varying between the use of the organic criterion: identification of the authority, of the person at the origin of the dispute, and recourse to the material criterion which consists of an examination of the situations encountered, the material facts or the legal acts at the origin of the dispute.
